A/B test that flagged your fingerprint, reboot cleared whatever session state triggered it.
These sites are doing everything possible to make sure real users quit using their sites and go outside instead. Good for them.
The reboot result makes an intermittent experiment more plausible than a blanket browser block.

Rebooted the phone and I now have access again. Inclined to believe it was an A/B test.
