On top of this, these people making these decisions don't even seem aware of what has happened earlier, zero insight into what the company they work for has actually done, in the very same area they're actively working in?

Is this one of the cases where they were too preoccupied with can we do it instead of should we do it... In many ways Twitch is pretty much at bottom of list of things I want to train AI on...

Exactly. Many countries have switched to an opt-out system for organ donation for this reason.
Most people aren't in the habit of wasting their time making choices about things they don't care about.
