Somewhere, an EU bureaucrat is reading this news and shrieking, "n-noo, this can't be happening!"

As a general heuristic, they're all in on climate-change doomerism, but they hate hate hate the fact that China's the nation that rose to the challenge and built (and is further optimizing) the green energy tech stack. They want the problem to go away and they want China out of the game, which is just incoherent, and it makes them look really feckless and unprincipled.

      > China has, so far this year, exported more solar panels to the Philippines than to any other country except the Netherlands, a key import hub for much of northwest Europe.

Europe generally does well on solar, now and historically. And wind too. Though you may well consider that "climate change doomerism".

There are segments of their politicians, industry and populations who seem unaware that the EU imports basically all its oil and gas and so sabotage this progress at every step.

My point was more that that many European politicians are torn between wanting to fight climate change and wanting to spite China -- and that, when all's said and done, they often come down on the "spite China" side, which makes for weird and funny situations.

It's like they get mad that China's doing the green energy thing better than anybody else.
