All the other officials mentioned in your second quote moved months ago. Bondi may be new (dunno, can't open TFA, it's behind a paywall) but for the others it's old news.
Because they want to be able to nuke the world to "bring Jesus back" while they hide behind opulence and safety without having to be bothered about the consequences or blowback of their actions. Next level gated communities but instead of QRF police and PMCs in the high-end ones, they have the regular military too.

Wtf thats not normal. My guess is they have an easier ability to direct money to “contractors” for things like crab and pianos on those bases.
