Depends. Leadership will constantly tell people how important their work is and how they are changing the world. I expect a leader to motivate the people under them in all cases otherwise folks become confused and leave.
Asgard's Wrath 2 got critical acclaim for being a good *game*, not just a good VR game.
If they can't make it work with something that got a 10 on IGN, then maybe they just can't make it work, but I think we're coming to the end of the age where tech companies can't just "start a game studio" and it be successful, looking at you Amazon and Netflix
