How about neither for OpenAI... it's the mfg we want in the US, the companies buying from the Mfgs don't really need the stimulous. AI is ballooning quite well enough on its own.
Well, yeah, having the government pay you, free and clear, to do something is better than having it loan you money to do the same thing.
Can the government just slap a pair of silver bracelets on those hands, instead?
in single person terms. would you rather not pay 20k in taxes or pay those 20k taxes and get a 20k loan that you have to pay back...

on the one hand, dont pay some taxes.
on the other, get a bump, and pay it back with interest.
