I may be wrong but I think Chrome is already largely based on open source. Obviously the "Google only" bits aren't, but Google would retain those anyway. That's why there are so many Chrome based browsers. I think what is being sold is the user base.
If Chrome were separated from Google, its survival would depend on finding a business model beyond Google’s ecosystem and search revenue.
