The Governor of Maryland is a Democrat. He should issue arrest warrants for the agents involved. It’s probably not Constitutional, but it would be dramatic and popular.
(Also, this is an administrative stay. It is “meant to give the justices some breathing room while the full court considers the matter” [1]. They’re preserving the status quo while they think.)
