    I wish the new dept was called: The Department of Government Effectiveness.

    Being efficient at the wrong things at the wrong time is still a waste. There's still opportunity cost associated with that.

      Being 'too efficient' can also mean not having resiliency. Having some 'slop' to play with can allow for resiliency (see also bus factor).

          efficient - achieving maximum productivity with minimum wasted effort or expense

          you can effectively build a house (desired and intended result) on a beach in Florida 2 days before it is destroyed by the hurricane.

          no adjective works if you are in a wrong place at a wrong timeā€¦
