It's because they can't staff a full day. Can't get enough qualified people for that many hours.
Not a huge town - seventy thousand - so staff are shared between all the restaurants in town (a couple hundred?)
My local diner pays well, more than the rest, and has very competent staff that are quite loyal. They don't abuse this loyalty, only open as many hours as is reasonable for that many workers to cover.
Heck my local diner is open 8AM to 2PM only.
