There's a part 1 to this story where they had reporters purchase precursors from Chinese vendors for miniscule sums. (The article claims they bought enough precursors to make enough fentanyl to manufacture 750,000 fake Perc M30s for $3,600.) You might not need China to do this but buying from Chineese sellers certainly seems to be a relatively easy and risk free way to do it. What I don't fully understand is why the need to import the precursors to Mexico and then smuggle the fentanyl back into the US, if the packages are arriving via Los Angeles. Possibly the cartels are able to operate big labs in Mexico without as much worry of being raided?
