When you say Dutch style. Do you mean illegal cafes? Because on the Netherlands they are not legal as I understand. They just have a parallel “policy” that says they tolerate it. They don’t have any legal source that they buy from. Which is pure hypocrisy is the law making.

What about the people who live nearby and maybe don't want to smell a cafe's worth of weed smoke? Apartment dwellers are already captive enough with smoking neighbors.

    > California notably banned smoking in bars and restaurants nearly 30 years ago, the first US state to do so.

USA has become much better with Californias lead to ban smoking in restaurants, disappointing backtrack.

As I understand it, this only applies to dispensaries where it is already allowed to consume on-site (which is not all dispensaries), and is regulated by local zoning laws, including (optionally) having sufficient smoke and ventilation systems.

      > (F) The local jurisdiction considers whether to require adequate ventilation and filtration systems.

      > (i) Ventilation and filtration systems are considered adequate for the purpose of this subparagraph if they prevent smoke and odors from migrating to any other part of the building hosting the consumption lounge or any neighboring building or grounds.

Absurd comment. No one is going into a hash bar basically to not smoke weed.

        Employees have to work there.

I have yet to meet an employee of a weed shop that wasn't an absurdly enthusiastic stoner. I don't think they mind.

          No, they don't.

The last time I was in a bar in California (which, admittedly, was quite a while ago) they didn't even enforce the no smoking law because a police officer had to see you actually taking a puff or some such nonsense. Sitting at a bar with a lit cigarette in the ashtray in front of you wasn't enough probable cause apparently. Maybe things have changed in the last 20 years, dunno?

Plus, you have always been allowed to smoke in tobacco shops, modulo some restrictions, which is directly relevant to TFA.

While enforcement may not have changed, attitudes have. If someone lit a cigarette in a bar today, they would be immediately thrown out. If not by the staff, by the patrons.
